most zora lived in closed off bodies of water, the zora we see in majora are the closes to living in the ocean. given their small size, and the fact that they require tools for self defense  and compare it to the size of monsters found in the ocean of wind waker. evolving to abandon water was a safer way of existence over becoming a war hardened race that couldn’t trust anyone cause everything in their environment was trying to eat them.
